The PASSMARK score are actually much closer when you use a larger PSU to run the GT640. I have both a MSI GTX650 1gb ddr5, and a OEM HP GT640 4gb ddr3 card. With a stock Dell 305w psu, the GT640 only achieves a 1089 PASSMARK score, with a 700w Thermaltake PSU, the score jumps to 1645. The GTX 650 uses a PCI-E power cable, so it gets it's needed power more readily. The GT640 only draws power from the PCI-E slot, so a smaller PSU will probably limit the cards performance.
