https://www.anandtech.com/show/11180/the-nvidia-geforce-gtx-1080-ti-review/16 Similar idle but a little less under load for the 1080ti. Both use an 8 pin and a 6 pin. A 1080 GTX will beat a 980ti. A 980ti and 1070 will go either way based on needs.
What about power consumption difference at idle and under full load?
