Despite the same clocks & general specs,we need to take into account that the r7 360 has a new core archictecture (tobago, as opposed to most of the 3xx series cards, which are almost rebadges), so it has a performance boost over the r7 260, in fact it gets close to the r7 260x in some games, only with small fps advantages to the latter (Presuming both are stock clocked of course).
