Does not work with this system in an ultra. You are give a definitive answer
Yes r9 280 is very good for it as I said but r9 270x has the best price to performance ratio which will certainly help if your on a budget
Not ultra? The recomended requeriments for GTA V is a R9 270x, the R9 280 is enough to run this game pretty good at 1080p to 60FPS and more
not ultra but easily both of these gpus can easily run gta 5 at 1080p 45 to 50 fps for R9 270x and 55 to 60 for R9 280
