Nope. 380 is Tonga based, not Tahiti based like 280 and 7970 Ghz Edition.
No, r9 280x is Tahiti XT2/XTL while r9 380x is full Tonga chip, unlike r9 285/380. So it is GCN 1.0 vs GCN 1.2, in theory both will perform similary just like r9 285 and r9 280 were doing, in practice r9 380x should perform better in the upcoming DX12 titles...
These cards are tweaked HD 7970 so no big gains there except if you care for useless stuff like power draw and somewhat less heat
