A game developer will tend to avoid a performance-reducing feature on certain GPUs.
This is a trivial example, because I believe every Vulkan- or DirectX 12-supporting GPU can do it, even the mobile ones.
While other companies have faltered and faded, Futuremark continues to push forward with new benchmarks and capabilities in an attempt to maintain a modern way to compare performance across platforms with standardized tests.
This does mean the frame rates you see on the screen are not indicative of any kind of Time Spy score.
